I'm so looking forward to see Sara. Damn , I can't believe it , she asked me if I come. But WHY ? Maybe I'm really pretty , or maybe I'm cool , that is , it must be my coolness which her persuades in hospital. Yeah , I'm an ace dude!
But what will happen at the party ? How I can get her attention ? I bet I'm not the only one who wants to thump with her. And my new haircut , whether she will notice it ?
Damn , I have to think of something. Maybe it's a good idea if I ask her directly to dance with me. That should work, after all I'm a good dancer. Afterwards I will shout her a drink and make a conversation.

I think it isn't possible . You already read in the text that you can't ever eliminate crime.
There is more behind that conclusion. First of all , you can never be at 2 places at the same time. The second thing is , New York is a big city , there live about 19 million inhabitants. Because of our humane principles it will be always a one who wants the total control about everything , and this a point we can avoid . Sure maybe someday we have new technologies which can help us to cope the foe , but to get really a lower crime rate is impossible. Maybe for a short time .
I think the police should work hard continuing , it is after all the first step to the goal. It is also not wrong to develope new possibilities. Whithout doing anything nothing will change.

The problem is, that there are too many complaints from people under Bloomberg's regime and that there is not so heavy strictness which was under Giuliani's.
Giuliani has simply killed the criminals - that galavanized the people. So because Bloomberg hasn't applied this procedure , but (sondern) he focused on policing the population , the population aren't paying attention anymore to police.
What Bloomberg should do , is to try to challenge the police commanders to stay in touch with their communities, find out what the problems are and attend meetings. It should be a new advancement.
So I would say Kelly's purpose was to get the situation across to others, to Bloomberg and to the police.
