The problem is, that there are too many complaints from people under Bloomberg's regime and that there is not so heavy strictness which was under Giuliani's.
Giuliani has simply killed the criminals - that galavanized the people. So because Bloomberg hasn't applied this procedure , but (sondern) he focused on policing the population , the population aren't paying attention anymore to police.
What Bloomberg should do , is to try to challenge the police commanders to stay in touch with their communities, find out what the problems are and attend meetings. It should be a new advancement.
So I would say Kelly's purpose was to get the situation across to others, to Bloomberg and to the police.
